Drill holes through the board and into the cinder blocks at 1 foot intervals.

Drive screws through pegboard and furring strips at all four corners aligned with the studs to leave marks for pilot holes.
Use some cobra parawedge concrete anchors or equivalent to fasten a couple 2x4 s where you want to put the pegboard then screw the pegboard to the boards.
